220.01 Regular Meetings
Regular meetings of Council shall be held on the first and third Tuesdays of each month at 7:30 p.m. in the Village Hall, provided that Council may, at any regular meeting, by resolution duly adopted, change the date of the next regular meeting. When any regular meeting date falls on a legal holiday, or a general, primary or special election day, then the regular meeting shall be held on the next following day which is not a Saturday, Sunday, election day or holiday, at the same time and place.

220.02 Special Meetings
Special meetings of Council may be called by the Mayor or by the President of Council. When the President calls a special meeting, this shall be done only upon written request of any three members of Council. Each member of Council shall have not less than twelve hours' notice of a special meeting, such notice to be served on him or her personally or left at his or her usual place of residence. Such notice shall be prepared in writing by the Fiscal Officer and served by any police officer.

220.03 Mandatory Attendance
(a) All elected officials of the Village are required to attend all regularly scheduled meetings of Council.
(b) All elected officials of the Village are required to attend all special meetings of Council.
(c) If an elected official anticipates being absent from a regularly scheduled or special meeting of Council, said elected official shall report or cause to be reported, prior to the start of the meeting, the anticipated absence. In any instance where the Fiscal Officer is unavailable, the report shall be made, prior to the beginning of the meeting, to the acting Fiscal Officer, if identified, or, if an acting Fiscal Officer is not identified, to any other member of Council or to the Mayor.
(d) If an elected official fails to attend a meeting and fails to report his or her anticipated absence as required in subsection (c) hereof, such official shall forfeit one-half of his or her monthly salary.
Notwithstanding the foregoing, an elected official may avoid the foregoing penalty by tendering, at the next regularly scheduled meeting of Council, an explanation for the absence and the failure to notify of the absence followed by the passage by a majority vote of Council of a motion to excuse such absence.

220.04 Nonresidents Addressing Council
(a) No person, other than a resident of the Village or a representative of a utility company serving the Village, shall address Council without first obtaining the permission of the President of Council or another member of Council.
(b) Permission to address Council shall be requested by filling out the appropriate form and leaving it with Council. The form shall be signed and approved either by the President of Council or another member of Council.
(c) The Mayor may approve permission to address Council, provided that the Permission to Address Council form is submitted to Council prior to its regular agenda deadline, which is established as 4:00 p.m. on the Friday preceding a regularly scheduled Council meeting.
(d) The Mayor may approve permission to address Council during a special meeting, provided that the person wishing to address Council is only speaking about the subject of the meeting and that the Permission to Address Council form is included with the Notice of Special Meeting.
(e) All Permission to Address Council forms shall be kept in the custody of the Fiscal Officer for later verification.

220.05 Council Committees
(a) Council shall appoint all committees of Council on an annual basis. Those committees are: (1) finance, wage, insurance, and audit; (2) streets, sidewalks, and drainage; (3) legislation and policy; (4) buildings, lands, utilities, parks, and recreation; (5) police and fire. Council may revise, create or eliminate committees as it deems necessary from time to time for the efficient and effective operation of the Village.
(b) Each committee shall meet on a monthly basis. The regular monthly meeting shall be set by the members of that committee at the first Council meeting of the year. The president pro tem of Council shall present a resolution setting the regular monthly meeting schedule of all committees for the year at the second Council meeting for the year.
